"Briefly describe" vs. "Describe" vs. "Fully Describe"

Looking at recent tests, it seems like,

Briefly describe --> 0.25 points
Describe --> 0.5 points
Fully describe --> 0.75 to 1 points

What's a typical correlation with "number of sentences/words" for each? For example, to give an argument against "AM Best is, effectively, a regulator of the insurance industry."

Briefly Describe --> "AM best does not have legal authority to regulate."

Describe --> "AM best does not have legal authority to regulate. For example, it has no authority to approve or reject rate filing."

Fully Describe --> "AM best does not have legal authority to regulate. For example, it has no authority to approve or reject rate filing. AM Best can not take control of an insurance company in case of impending insolvency. AM Best can not stop management of insurance company from taking certain decisions."

In case of fully describe, the last 3 sentences logically follow from the first one (no legal authority). So, basically, we are just elaborating the same thing, with more words, for more points.

So, ultimately, what's the # of sentences per 0.25 pt metric?
