After 4 years, you either move up or move out

I met a friend over the weekend who is a VP at IBM in NYC. During a discussion on how long you should work at a single job or company, he said there's a jargon popular among professionals that says "After 4 years, you either move up or move out". Means after about 4 years of working at a job, you should either get promoted or you should quit and switch jobs.

How true do you think it is? Do you think actuaries follow it, or should follow it? Do you think it's a reasonable professional philosophy and good for your career?
