Ted Cruz would've been automatically re-enrolled in to the most similar product offered by BCBSTX. It is impossible for BCBSTX to cancel his policy if they offer any individual coverage in 2016, which they do. In this case it was their Blue Advantage Plus plan. He had to actively not automatically re-enroll in this plan in order to lose coverage, and then chose to not re-purchase coverage by the Janjuary 1 effective date deadline (I think it ended up being December 19th?).
