Did you generate new numbers every time? As far as I can tell, the only numbers that change are the stochastic fuel prices.
There shouldn't be any comparison to a prior submission because they're not supposed to know who the candidate is right? Or do they know that it's someone who had already submitted previously?
Is there any harm in just reusing the prior fuel prices that you've already built your analysis on?
