Is this racist? Economics edition

There was an article I came across the other day where a black woman was arguing that other black people should spend more of their money at black owned businesses. She cited a statistic that showed that out of all the ethnicities, black people spent the smallest portion of their shopping money at businesses owned by their own ethnicity.

Her suggestion seemed a bit racist to me. But then I thought about other groups that sort of formalized the idea of preferential shopping - like the idea of Kosher food or Halal food. Also seemed somewhat racist to me.

Do you find these practices to be racist?
